e Elbit Systems Delivers ISTAR Trainers and Armored Driving Trainers to IMOD

Elbit Systems Ltd. announced today the delivery of two ISTAR (Intelligence, Surveillance, Target Acquisition and Reconnaissance) Trainers to the Israel Ministry of Defense (IMOD) for the training of surveillance and observation activities to be carried out on Israel's borders. Elbit Systems will also supply Armored Driving Trainers (ADTs) for combat vehicle training during the first quarter of 2013.

Elbit Systems’ ISTAR Trainer is a combat support and field intelligence trainer, designed to enable full simulation of real-life battlefield situations for Forward Observers ("FOs") and sensor operators posted in all types of terrain, performing border control and protection activities. The ISTAR Trainer allows FOs to practice joint strike and reconnaissance missions.

The scenarios offered by the ISTAR Trainer are realistic situations depicting the actual borders to be observed by each FO. Interoperable with C4I and communication systems, the scenarios include fire planning, ranging and field operation as well as target detection, recognition, identification, acquisition and engagement in diverse environmental conditions, while using a wide variety of day and night sensors. The ISTAR Trainer is already in use; training new users and maintaining the operational readiness of those professionals already in service.

The Armored Driving Trainer (ADT) is mounted on a 6 DOF (Degree Of Freedom) moving platform specifically designed to provide drivers of combat vehicles with a highly realistic driving experience. The system supports driver training in a wide range of combat and non-combat scenarios, as well as in diverse weather and harsh field conditions, thus creating vital practice situations, such as driving under enemy fire or on dangerous slopes.

The ADT is cost effective; saving time and expense, while providing mobile, scalable and modular deployment, multi-platform type support and a network-based and user-friendly interface. Since receiving the current order for ADTs from the IMOD, Elbit Systems has received additional ADT orders from international customers.

U.S. overseeing mysterious construction project in Israel

The U.S. Army Corps of Engineers plans to supervise construction of a five-story underground facility for an Israel Defense Forces complex, oddly named “Site 911,” at an Israeli Air Force base near Tel Aviv.

Expected to take more than two years to build, at a cost of up to $100 million, the facility is to have classrooms on Level 1, an auditorium on Level 3, a laboratory, shock-resistant doors, protection from nonionizing radiation and very tight security. Clearances will be required for all construction workers, guards will be at the fence and barriers will separate it from the rest of the base.

Only U.S. construction firms are being allowed to bid on the contract and proposals are due Dec. 3, according to the latest Corps of Engineers notice.

Site 911 is the latest in a long history of military construction projects the United States has undertaken for the IDF under the U.S. Foreign Military Sales program. The 1998 Wye River Memorandum between Israel and the Palestinian Authority has led to about $500 million in U.S. construction of military facilities for the Israelis, most of them initially in an undeveloped part of the Negev Desert. It was done to ensure there were bases to which IDF forces stationed in the West Bank could be redeployed.

As recorded in the Corps’ European District magazine, called Engineering in Europe, three bases were built to support 20,000 troops, and eventually the Israeli air force moved into the same area, creating Nevatim air base. A new runway, 2.5 miles long, was built there by the Corps along with about 100 new buildings and 10 miles of roads.

Over the years, the Corps has built underground hangers for Israeli fighter-bombers, facilities for handling nuclear weapons (though Israel does not admit having such weapons), command centers, training bases, intelligence facilities and simulators, according to Corps publications.

Within the past two years the Corps, which has three offices in Israel, completed a $30 million set of hangars at Nevatim, which the magazine describes as a “former small desert outpost that has grown to be one of the largest and most modern air bases in the country.” It has also supervised a $20 million project to build maintenance shops, hangars and headquarters to support Israel’s large Eitan unmanned aerial vehicle.

Site 911, which will be built at another base, appears to be one of the largest projects. Each of the first three underground floors is to be roughly 41,000 square feet, according to the Corps notice. The lower two floors are much smaller and hold equipment.

Security concerns are so great that non-Israeli employees hired by the builder can come only from “the U.S., Canada, Western Europe countries, Poland, Moldavia, Thailand, Philippines, Venezuela, Romania and China,” according to the Corps notice. “The employment of Palestinians is also forbidden,” it says.

Among other security rules: The site “shall have one gate only for both entering and exiting the site” and “no exit or entrance to the site shall be allowed during work hours except for supply trucks.” Guards will be Israeli citizens with experience in the Israeli air force. Also, “the collection of information of any type whatsoever related to base activities is prohibited.”

The well-known Israeli architectural firm listed on the plans, Ada Karmi-Melamede Architects, has paid attention to the aesthetics of the site design as well as the sensibilities of future employees. The site, for example, will be decorated with rocks chosen by the architect but purchased by the contractor. Three picnic tables are planned, according to the solicitation.

The Corps offered a lengthy description of the mezuzas the contractor is to provide “for each door or opening exclusive of toilets or shower rooms” in the Site 911 building. A mezuza (also spelled mezuzah) is a parchment which has been inscribed with Hebrew verses from the Torah, placed in a case and attached to a door frame of a Jewish family’s house as a sign of faith. Some interpret Jewish law as requiring — as in this case — that a mezuza be attached to every door in a house.

These mezuzas, notes the Corps, “shall be written in inerasable ink, on . . . uncoated leather parchment” and be handwritten by a scribe “holding a written authorization according to Jewish law.” The writing may be “Ashkenazik or Sepharadik” but “not a mixture” and “must be uniform.”

Also, “The Mezuzahs shall be proof-read by a computer at an authorized institution for Mezuzah inspection, as well as manually proof-read for the form of the letters by a proof-reader authorized by the Chief Rabbinate.” The mezuza shall be supplied with an aluminum housing with holes so it can be connected to the door frame or opening. Finally, “All Mezuzahs for the facility shall be affixed by the Base’s Rabbi or his appointed representative and not by the contractor staff.”

What’s the purpose of Site 911? I asked the Pentagon on Tuesday, and the Corps on Wednesday said that only an Israeli Defense Ministry spokesman could provide an answer.

This may be a trend-starter. The Corps is also seeking a contractor for another secret construction project in Israel in the $100 million range to awarded next summer. This one will involve “a complex facility with site development challenges” requiring services that include “electrical, communication, mechanical/

HVAC [heating, ventilation, air conditioning] and plumbing.” The U.S. contractor must have a U.S. secret or equivalent Israeli security clearance for the project, which is expected to take almost 21 / 2 years to complete.

That sounds like a secure command center.

The purpose of Site 911 is far less clear.

IDF Changes Force Strategy To Stay Relevant ....

Despite the violent upheaval surrounding it, Israel is launching the most drastic cut in its armed forces to date.

The change marks a dramatic shift for the Middle Eastern country, whose security strategy was forged in battle by the invasion by the Syrian and Egyptian armies in the 1973 Yom Kippur War.

The Israeli reaction to the 1973 surprise attack was to build a large army and air force that would be able to repel any invader.

Visite di alto rango dagli USA ....

Welsh Visits Israel ....

Chief of Staff Gen. Mark Welsh last week visited Israel for the first time since becoming the Air Force's uniformed leader one year ago.

His Israeli counterpart, Maj. Gen. Amir Eshel, hosted Welsh.

Eshel and he discussed plans to strengthen cooperation between the two air arms as well as regional security matters during the four-day visit, which concluded on Aug. 8, according to an Israeli Defense Forces blog entry.

Welsh also visited an F-15I squadron, combat simulator unit, the Israeli air force's flight academy, and toured the country's northern border, said US and Israeli officials.

"It was a great privilege to visit our partners in the Israeli air force," said Welsh, who first visited in 2009 when he led US Air Forces in Europe.

"I leave here reminded of what a strong partner we have in the Israeli air force, and what a great leader they have in my friend Amir Eshel."

CMSAF James Cody accompanied Welsh on the trip, as did Heidi Grant, the Air Force's deputy undersecretary for international affairs.

On the heels of Welsh's visit, Joint Chiefs Chairman Army Gen. Martin Dempsey arrived in Tel Aviv on Monday on the first stop of his own visit to the region.

This ‘candy’ is not so sweet – KC-135s for the Israeli air force ....

In an effort to persuade Israel to renew peace talks with Palestine, Washington has promised Israel a number of defence systems.

This “candy” includes KC-135 aerial tankers from the US Air Force inventory.

Given the choice, Israel would have declined this part of the proposed deal, but its hands are tied.

There are many indications that unlike the V-22 the US mentioned in the package, the KC-135 will be given as a present.

Rescue training in the IAF – if needed, shoot your way to safety ....

When circumstances are unique, training and simulation must match.

This is exactly what the Israeli air force (IAF) is implementing in a new programme.

IAF pilots will train to improve their ejection and evacuation skills.

One of the scenarios will be getting out of a helicopter downed over water that starts to sink – and all this while preventing hostile forces getting close until rescue arrives.

The issue pops up almost every time the Israeli prime minister plans a long flight.

After getting quotations from an airline someone in the prime minister’s office understands the problem and again initiates another evaluation of the question, “Is it right to purchase an Air Force One-type aircraft that will fly the leader to visits in foreign countries?”.

The need is clear, but the senior politicians that make decisions on very critical issues have not been able so far to make the decision about a dedicated aircraft.

No room for doubt while IAF is on highest alert ....

When sensors are operated to their utmost capability and nerves are on edge, every small sign of danger gets the big apparatus called the Israeli air force moving fast and with full power.

That is exactly what happened last Saturday, when the residents of central Israel could hear the roar of fighter jets above their heads.

The air force does not normally fly over central Israel so low, especially on the Jewish Shabbat, so it attracted huge attention.

For several weeks, Israeli test pilots learned the plane and its weapon systems inside and out, flown numerous hours, and tested the jet’s abilities when facing Israeli fighter jets

Interessante articolo, grazie Pinto .

Solo una cosa, nell'articolo si dice che i Mig 29 in occidente erano considerati un po' la copia degli F/A 18 ma il comandate Harm, quello di Jag, sosteneva che erano una copia spudoratamente identica del Tomcat. (Jag-"To Russia with Love" 3x24)
