Red Flag's Back ....

 

Red Flag, the Air Force’s top air combat exercise, is back on the books for 2014 after sequestration forced officials to cancel such exercises at Nellis AFB, Nev., and Eielson AFB, Alaska, earlier this year.

"That cannot continue," Air Force Chief of Staff Gen. Mark Welsh told reporters at the Pentagon on Dec. 13.

Welsh said the $63 billion in sequester relief, included in the two-year budget deal that passed the House last week, “will help us make sure that doesn’t happen again.”

Officials at Nellis already are halfway done planning for Red Flag 14-1, which will be held Jan. 27-Feb. 14, and have started work on 14-2 to be held in March.

They also expect to announce a third exercise early next year, Nellis spokeswoman A1C Monet Villacorte told the Daily Report.

Welsh said the difference between the USAF and other air forces is “not just size. It’s also capability.”

He added, "The difference in the US Air Force is the way we train, the level of sophistication in our training, the difficulty of our training...Red Flag is integral to that.”

More than 125 aircraft, including USAF F-22s, F-16s, B-2s, F-15s, RC-135s, HH-60s, HC-130Js, KC-135s, and HC-130Js are slated to participate in January's exercise.

Allied participation includes fighters and AWACs from both the Royal Australian Air Force and the British Royal Air Force, according Nellis' release.

Slow Season for Hurricane Hunters ....

 

The 2013 hurricane season was the slowest since 1966 for Air Force Reserve Command’s 53rd Weather Reconnaissance Squadron at Keesler AFB, Miss., according to a Dec. 17 release.

The squadron, known as the hurricane hunters, flew a total of 34 missions for the National Hurricane Center, during the 2013 season, which ended Nov. 30—a significant decline from its average of 100 missions, said Lt. Col. Jon Talbot, 53rd WRS chief meteorologist.

The Reservists deploy from their home base to St. Croix, Virgin Islands, from May to December so they can be closer to the action.

Now that the season is over they are packing up to go home, according to the release.

Storm taskings on the Atlantic side of the US are typically flown from St. Croix or Keesler; whereas, Hickam AFB, Hawaii, handles Pacific-based storms, states the release.

"We need to be close to the storm to be able to respond quickly," said Talbot.

"To do this, we have to make sure we have enough personnel, aircraft, and parts to run around the clock operations to accomplish the mission at our forward operating location."

For five days in mid-July, a delegation of the Pentagon’s top nuclear officials led by Air Force Maj. Gen. Michael Carey traveled to Moscow to meet their counterparts in the Russian nuke force.

Alquanto singolare questa notizia .... :scratch:

 

.... perché trasferire sulla costa orientale, alla portata di tutti i media, operazioni relative ad un programma così segreto, quando la californiana Vandenberg AFB è in grado di offrire un livello di riservatezza maggiormente elevato?

 

La spiegazione potrebbe essere data dal fatto che un senatore della Florida, ex astronauta sulle orme di John Glenn, si sta dando attivamente da fare in merito alla faccenda ....

Air Warfare Center Commander Fired ....

 

Air Force Special Operations Command boss Lt. Gen. Eric Fiel relieved Brig. Gen. Jon Weeks from command of AFSOC’s Air Warfare Center at Hurlburt Field, Fla., on Jan. 9, due to a “loss of trust and confidence in his leadership.”

Fiel’s decision was based on an alleged inappropriate personal relationship involving Weeks, states a Jan. 9 release.

“This was not an easy decision, but I believe it is in the best interest of the men and women of AFSOAWC,” said Fiel.

He added the center “will continue to train and equip our air commandos to effectively conduct special operations missions around the globe.”

AFSOAWC Vice Commander Col. Royce Lott will serve as the interim commander until Col. David Tabor takes command this spring, states the release.

Weeks has temporarily been reassigned as the mobilization assistant to AFSOC’s director of operations pending the outcome of an inspector general investigation.

Weeks is a Reservist who has been serving on Active Duty since February 2013, states the release.

Cheating at Malmstrom ....

 

Thirty-four missile launch officers assigned to the 341st Missile Wing at Malmstrom AFB, Mont., were involved in a cheating incident during a nuclear proficiency test, Air Force Secretary Deborah Lee James said.

 

A missile launch officer at the 341st MW allegedly sent the answers to a nuclear proficiency test via text messages to 16 other missile launch officers last fall, said Welsh.

 

After the cheating was discovered, US Strategic Command boss Adm. Cecil Haney ordered the entire ICBM force to take another nuclear proficiency test by close of business Jan. 16, said James.

Senate Passes Omnibus Spending Bill ....

 

The Senate passed a massive $1.012 trillion omnibus spending bill with a vote of 72-26 Thursday evening, just one day after the House overwhelmingly approved the measure.

The bill now goes to the White House where President Obama is expected to sign it into law by Saturday when the current continuing resolution expires.

“Moving forward I hope we will build on this bipartisan work rather than returning to the economic hostage-taking and artificial crises we saw far too much of last year,” said Sen. Patty Murray [D-Wash.], chairwoman of the Senate Budget Committee and one of the lead negotiators of the 2014 bipartisan budget agreement, in a statement released after the vote.

For defense, the omnibus includes $486.6 billion in base appropriations and $85.2 billion for overseas contingency operations.

“The bipartisan appropriations bill provides our department with necessary funding for critical investments and modernization, an increase in pay and benefits for our 3 million service members and civilians, continued training, equipment, maintenance, and funding that supports military operations in Afghanistan,” said Pentagon Press Secretary Rear Adm. John Kirby.

He added, “It doesn't solve every problem, but it does give us a measure of stability.”

Check Six, America ....

The US military’s technology advantage is slipping fast in many areas, and forecast research and development budgets hold little hope of restoring it, Pentagon acquisition, technology, and logistics chief Frank Kendall said last week.
Speaking at a Center for New American Security event in Washington, DC, on Jan. 16, Kendall said DOD has “big problems” with R&D due to sequester cuts. R&D spending will be down in Fiscal 2014 and the Fiscal 2015 budget “is much worse than ’14,” he noted.
Modernization and R&D are getting hit “disproportionately” because force structure and personnel can’t be cut fast enough to meet mandated spending targets, he said.
Having a technology lead is “not assured” unless the Pentagon pays to keep its edge, Kendall warned, and the longer budgets are held down, the more competitors will catch up.
The US is only “several years ahead” of China and Russia’s fifth-generation fighter projects, but he sees parity in ballistic and cruise missiles, where competitors are “doing quite well compared to us.”
Kendall said electronic warfare, “I think, is a close race right now,” and while the US has a clear lead in submarines, “our space systems are vulnerable.”
There are “some areas where I’m much more concerned than with others,” he said.
“I don’t think we should be complacent.”
