Sierra Nevada Corp., Centennial, Colorado, was awarded a $700,000,000 fixed-price-award-fee, firm-fixed-price, cost-plus-fixed-fee, time-and-materials and cost-reimbursement-no-fee contract (H92408-20-C-0004) in support of U.S. Special Operations Command (USSOCOM) for the development and procurement of Radio Frequency Countermeasure (RFCM) systems. 
The systems will be integrated onto AC-130J Ghostrider and MC-130J Commando II aircraft operated by Air Force Special Operations Command to help protect aircrews from air- and land-based enemy radar and missile systems. 
The contract includes RFCM system engineering services, logistics support and spare parts. Funds in the amount of $87,929,352 are being obligated at the time of award. 
This contract is funded with research, development, test and evaluation appropriation for fiscal 2020; and procurement appropriation for fiscal 2018, 2019 and 2020. 
The under secretary of defense for acquisition and sustainment determined requirements of Title 10, U.S. Code 2371b (d) were met and approved the use of the authority of Section 2371b as essential to meet critical national security objectives. 
USSOCOM, Tampa, Florida, is the contracting activity.

Lockheed Martin Corp., Marietta, Georgia, has been awarded a $15,000,000,000 indefinite-delivery/indefinite-quantity contract for C-130J development, integration, retrofit and production activities for all C-130J variants.  
This contract provides flexibility to accommodate the broad enterprise of activities associated with the C-130J program.  
Work will be performed in Marietta, Georgia, and is expected to be completed July 16, 2030.  
This contract involves Foreign Military Sales and is the result of a sole-source acquisition.  
Fiscal 2018 and 2019 aircraft procurement funds in the amount of $3,300,000 are being obligated at the time of award.  
Air Force Life Cycle Management Center, Wright‐Patterson Air Force Base, Ohio, is the primary contracting activity (FA8625‐20‐D‐3000).

The Philippines is seeking to raise PHP37 billion ($741.8 million) to acquire five Lockheed Martin C-130Js to bolster its transport capabilities in both wartime and peacetime. 
Air force chief Allen Paredes told the country’s cabinet that the program is part of 2021’s unfunded priority project, which was approved by president Rodrigo Duterte in May. 
According to the Philippine Daily Inquirer (*), Paredes now needs 15 percent, or PHP5.5 billion, for down-payment. 
Local reports are suggesting that the Philippines Air Force (PAF) is eyeing the lengthened C-130J-30.

The Air Force recently chose Collins Aerospace Systems, a Raytheon Technologies subsidiary, to provide NP2000 propeller systems for 30 Air National Guard and Air Force Reserve C-130H aircraft, the company announced.
The Air Force aims to equip about 160 of its C-130Hs with the cutting-edge propeller systems, and has ordered 55 systems to date, according to Collins.
“With its eight composite blades and digital Electronic Propeller Control System (EPCS), NP2000 offers a number of benefits compared to legacy systems, including: a 20 percent thrust increase during take-off, a 20db sound reduction in the cockpit, and a 50 percent reduction in maintenance man-hours,” a company press release stated (*).

The U.S. military is once again looking at the potential of an amphibious C-130 Hercules variant to operate from littoral areas in support of special operations forces. 
The project, which in its early stages, has yielded an artist’s concept of an MC-130J Commando II multi-mission combat transport fitted with large underslung floats mounted on the fuselage. 
The MC-130J is the latest Air Force special operations version of the Hercules, intended to penetrate into denied areas to insert, extract, or resupply special operations forces, as well as refuel helicopters and tilt-rotor aircraft.
The new effort, known as the MC-130J Amphibious Capability, or MAC, came to light today in a briefing given by U.S. Air Force Colonel Ken Kuebler, U.S. Special Operations Command’s (SOCOM) Program Executive Officer for Fixed Wing (PEO-FW), at the annual Special Operations Forces Industry Conference (SOFIC). 
At a media roundtable later in the day, Kuebler added that feasibility and operational studies regarding the project are going on now and that the command is working with unspecified “innovative partners” to hopefully prove out a lot of the concept using digital design tools. 
This, in turn, could help speed up the research and development and help keep costs low.

Un vero anfibio con fusoliera a scafo sarebbe nettamente più efficiente di una tristissima configurazione a galleggianti...

Nel primo caso si tratterebbe però di riprogettare completamente la fusoliera, ma per far che? Per tenersi l’ala (e manco tutta visto che se spostassero i motori in alto cambierebbero pure quella) che ha già dimostrato di avere un design datato? Far un aereo nuovo pare la solita tragedia greca...e in effetti lo è, non fosse altro che sarebbe assurdo fare un nuovo anfibio da trasporto quando per quello terrestre si dorme da decenni...

Nel secondo caso si tratterebbe della solita soluzione minimale che però sarebbe meno flessibile perchè , a meno di non meglio percisate soluzioni per gestire la stiva e il carrello, sarebbe un idrovolante limitato e poco pratico.

Cina e Giappone un anfibio serio ce l’hanno, ma negli USA qualcuno pensa a taroccare un velivolo che definire datato è un eufemismo.

Comunque proporre idee costa poco, ma penso non se ne farà nulla...

Clinton Hinote told the House Armed Services seapower and projection forces panel the Air Force no longer views the C-130 as “well suited” to the future tactical airlift mission, and it needs to replace it with “new capabilities” involving vertical lift technologies.
“There’s been a lot of discussion about tactical airlift in the future, and I think it’s important for me, as the Air Force’s futurist, to say something about it,” said Hinote, whose title is deputy chief of staff for strategy, integration, and requirements.
In wargaming scenarios with China, and given the Air Force’s plan to island- and location-hop to avoid enemy missiles, “we run significant risk in [tactical] airlift, especially in conducting logistics under attack,” Hinote said. 
The “C-130 capability is not well-suited to address this risk,” he said. 
“That’s why we feel we need to retire a certain number of the older C-130s, while addressing this airlift risk in new ways, with new capabilities.”

A visit to Lockheed Martin’s plant in Marietta, Georgia, by Indonesia’s Air Force Chief of Staff, Air Chief Marshal Fadjar Prasetyo, on September 7 resulted in confirmation that the country's air force has ordered the C-130J Super Hercules, the latest version of the perennial transport. 
The number of aircraft now on order has not been formally revealed but is believed to be five.
As the aircraft were ordered as a direct commercial sale, the purchase had previously gone unpublicized. 
The Indonesian air force (TNI-AU) is understood to have selected the stretched C-130J-30 in 2018, and it is thought to have placed an order in the following year. 
During the air chief’s visit to Marietta, he was photographed alongside a flight deck section of the first C-130J-30 for the TNI-AU, indicating that the initial aircraft could be handed over sometime next year, although no delivery schedule has been announced.

La variante anfibia dell'Hercules ... che sia la volta buona?

Back in May, we reported on the fact that U.S. Air Force Special Operations Command (AFSOC) really wanted to make the long-standing dream of a C-130 seaplane a reality. 
In fact, the so-called MC-130J Amphibious Capability, or MAC, was listed as one of its new procurement priorities. 
While we had a grainy little rendering of what this could look like when we filed that report, as well as other historical design concepts, we now have a far better look at exactly what they want, and yes, it is a C-130 on floats.
Actually, they have put forward a number of similar floatplane concepts, some more traditional looking while others are more streamlined, conformal, and futuristic looking. 
The capability appears to include the requirement for amphibious operations. 
In other words, the MC-130 can still land on a runway with the floats fitted.

The State Department has made a determination approving a possible Foreign Military Sale to the Government of Egypt of C-130J-30 Super Hercules Aircraft and related equipment for an estimated cost of $2.2 billion. 
The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

As the Air National Guard moves forward with its plans to replace aging C-130Hs with new C-130Js, it has decided where it wants to base its formal training unit for the new aircraft - Little Rock Air Force Base, Ark.
The decision, announced by the Department of the Air Force on June 24, will result in four C-130Js being located at Little Rock to help Air Guard members “gain the experience and knowledge needed to operate the newer aircraft,” according to a DAF release (*).
The Air Force has conducted the site survey and environmental analysis necessary to make the final decision for Little Rock. 
Arkansas lawmakers indicated in May 2021 that military leadership had selected Little Rock as its preferred location, with final approval coming from Air Force Secretary Frank Kendall.
