French Navy Seeks Support for New Patrol Vessel

The French Navy is hoping a heightened awareness of the sea’s importance in global economics and politics will win support for buying a new generation of offshore patrol vessels (OPVs), even as the fiscal outlook darkens.

“France has the second-largest maritime domain after the U.S., and that brings obligations and duties,” Adm. Bernard Rogel, French Navy chief of staff, told Defense News.

“That’s one of the challenges of the OPV program there. Today, it’s hard to define the priorities, but I am in the middle of the renewal of part of the French fleet.”

The Navy wants the new OPV to enter service in 2017 to replace an aging fleet of some 20 diverse light frigates, patrol and fisheries protection boats, Rogel said.

In the interim, the Navy has secured initial funding of 554 million euros ($725.7 million) for a gap-filler, namely, eight ocean supply vessels under the “batiment multimission” project. The service will also receive 317 million euros in 2013 to upgrade its Atlantique 2 maritime patrol aircraft.

DCNS launches second french FREMM frigate

On 18 October 2012, DCNS celebrated the launch of FREMM multimission frigate Normandie in the presence of Jean-Yves Le Drian, French Minister for Defence, and Pierre Moscovici, Minister for the Economy and Finance. This latest success is a further demonstration of DCNS’s industrial vigour and vitality, with six multimission frigates currently under construction.

...

FREMM Normandie was manoeuvred by tugs to the quayside, where it will remain for the next few months while DCNS teams and subcontractors continue construction and assembly work.

The next major phase is installation of the mast infrastructure, which will house the vessel’s sensor suites (radars, antennas, cameras, jammers, etc.).

Construction of FREMM Normandie, the third unit of the class, got underway in October 2009. This next-generation multimission frigate will carry a complement of 108, or around half as many as previous-generation vessels with similar capabilities. It will offer highly flexible capabilities for anti-air, anti-surface and anti-submarine missions.

...

To date, six FREMM frigates are under construction at DCNS’s Lorient shipyard:

First-of-class FREMM Aquitaine will be delivered to the French Navy by the end of 2012

FREMM Mohammed VI, the second unit of the class, for the Royal Moroccan Navy, was launched on September 2011

FREMM Normandie, the third of the class, has now been launched

FREMM Provence, the fourth of the class, will soon enter the assembly phase in the building dock vacated by FREMM Normandie

FREMM frigates Languedoc and Auvergne, the fifth and sixth of the class, entered construction in September 2011 and August 2012 respectively

Interview: Adm. Bernard Rogel French Navy Chief of Staff

Adm. Bernard Rogel, chief of staff of the French Navy, is looking for the green light for a new generation of offshore patrol vessels (OPVs), a third plank of fleet renewal on top of the FREMM (frégate multimission) frigates and Barracuda nuclear-powered attack submarines the Navy has ordered.

The patrol ships are needed to maintain control of France’s distant maritime interests, as oil is discovered off French Guiana and awareness of the sea’s importance to France rises, he argues.

But the fiscal outlook is tough. Much hangs on the government’s defense white paper, due to be published by the end of the year. Rogel, with his Army and Air Force counterparts, sits on the committee drafting the report, which resets France’s strategic objectives and provides guidelines for a new multiyear defense budget.

Delivery of the First FREMM Frigate

The Directorate General of Armaments (DGA) has authorized the formal hand-over of the frigate Aquitaine, lead ship of the FREMM multi-mission frigate program, which is managed by the Organisation Conjointe de Coopération en Matière de Programmes d'Armement (OCCAR) and carried out jointly with Italy.

The FREMM program is intended to renew the French navy’s frigate component with 11 new ships which will form the backbone of the surface fleet. The FREMM frigates will be the first European to be armed with the MCN naval cruise missile.

Displacing 6,000 metric tons and with a length of 142 m, capable of reaching a top speed of 27 knots, and with a small crew of 108 officers and ratings, the FREMM frigate is heavily armed, with Exocet 40 anti-ship missiles, Aster anti-air missiles, and MU90 torpedoes.

The first nine frigates will be designed primarily for anti-submarine warfare, while the final two, equipped for air-defence, are designed to protect a carrier battle group or an amphibious group against hostile aircraft and missiles. All FREMM ships will carry an NH90 Caiman helicopter, as well as special forces and their equipment. The multi-mission frigates will carry the names of French regions.

The FREMM frigate program represents about fifty million man-hours of work for thousands of French workers. Until 2022, building the FREMM-class ships will provide a significant part of the activity of DCNS (mainly at its Lorient site) as well as its many subcontractors, mainly SMEs.

Regarding export, a frigate sold to Morocco is currently under construction at Lorient and other countries have expressed interest in the innovative FREMM concept.
