Four senior pro-defense US Republican lawmakers have identified what they believe to be one of the chief culprits of a recent Pentagon missile test failure: Barack Obama.

In a letter sent Friday to Defense Secretary Chuck Hagel, the Republican lawmakers accuse the Democratic president and his administration with putting the Pentagon’s ground-based midcourse defense (GMD) program “on life support.”

“You get what you pay for.”

 

That is what multiple industry officials have said of the embarrassing, third failed intercept test in nearly five years for the $41 billion U.S. anti-missile system developed over more than 20 years to defend the U.S. against North Korean ICBM attack.

But proponents of the Ground-based Midcourse Defense (GMD) charge that the failure is directly related to five years of diminished funding for development.

Miller Defends Missile Defense Policy ....

 

The failed intercept of the target missile during the July 5 test of the Ground-based Midcourse Defense system was "surprising," said James Miller, undersecretary of defense for policy, on Wednesday.

However, the test's outcome has not derailed the Obama Administration's plans to expand the GMD system in the next several years, he told attendees of his speech on Capitol Hill.

AFA, the National Defense Industrial Association, and Reserve Officers Association sponsored his talk.

Missile Defense Agency officials are "looking at what happened and determining how they will proceed," said Miller.

Still to decide is whether to conduct another intercept test of the exoatmospheric kill vehicle's capability enhancement I configuration—the version used on July 5—before the new CE-II variant sees testing, he said.

The EKV sits atop the GMD system's interceptor missile.

Despite the setback on July 5, the CE-I kill vehicle is "batting at about .500," a record with which the Pentagon is not satisfied, but one that isn't as dire as some charge, he said.

Miller said he wants to see both the CE-I and CE-II flight tested within a year of MDA identifying the cause of the test failure.

Reuters reported last week that a faulty battery may have been the cause.

MDA Boss: Above All, Keep Testing Missile Shield ....

 

Despite the failure of the nation's ballistic missile shield to intercept the target missile in a test earlier this month, Vice Adm. James Syring, Missile Defense Agency director, said he remains confident in the system.

Based on the "models and simulations and ground testing" done to date—in addition to the mixed flight test record—Syring told the Senate Appropriations Committee's defense panel on July 17 that he thought the Ground-based Midcourse Defense system "would be successful" in defending the nation against a real attack.

That said, it remains crucial to step up the pace of GMD flight testing, he said.

"Our goal is to find out what happened" in the latest flight test on July 5 "and get back to flight testing as soon as possible," he said.

"We cannot stop testing. We must continue to test," he said.

In fact, Syring said he is committed to "more regular testing" of the GMD system.

MDA is requesting the funding to conduct two GMD flight tests in Fiscal 2014, said Syring.

MDA wants to stage "at least one" GMD intercept test in subsequent years, he said.

.... the U.S. Missile Defense Agency is working to better integrate its sensors into a network.

The ultimate goal is to have the entire missile defense system -- GMD, Aegis/SM-3, Thaad and PAC-3 -- operate as a single system where one's sensor can direct another's shooter.

Unresolved Issues Hang Over U.S. Missile Shield ....

 

For the second year in a row, lawmakers will be squabbling this fall over if and when the United States should shore up its defenses against North Korean and Iranian ballistic missiles.

The lightning rod in this debate is a Republican-led proposal to build a new ground-based missile interceptor site on the U.S. East Cost.

Proponents contend that current sites, based in Alaska and California, do not provide enough coverage against a future possible attack by Iran, which is reportedly developing intercontinental ballistic missiles that could target the United States.

The deployment of a new site — endorsed by the House in its version of the 2014 defense authorization bill — is one of several controversial items that the Senate will take up in the coming months.

MDA Goes Two For Two In First Operational Test Event ....

 

The U.S. Missile Defense Agency intercepted two separate medium-range ballistic missile targets simulating a small raid attack on the Kwajalein Atoll in the Pacific Ocean during the first-ever operational test of this capability Sept. 10.

The trial was previously planned as part of the ongoing campaign to demonstrate U.S. layered missile defenses, and Pentagon officials stress that it was not done as a response to ongoing discussions about an attack against Syria.

Aegis Intercepts In First-Ever Salvo Test ....

 

The U.S. Missile Defense Agency (MDA) has achieved its first-ever salvo test of the SM-3 Block IB missile, and the intercept took place at the highest altitude for the system to date.

The first SM-3 IB that was launched successfully intercepted the target, a short-range ballistic missile described as the “one of the most complex targets that we have shot to date,” says Mitch Stevison, Raytheon’s SM-3 program manager.

The target was an Aegis Readiness Assessment Vehicle-C, Developed by Kratos, Port Hueneme NSWC, MDA.

The second SM-3 IB was launched about 2 min. after the first in accordance with military doctrine for assured kill.

The missile was set to intercept the target if the first SM-3 IB did not.

Since the first missile executed the intercept, the second missile flew a profile through the debris field that it was preprogrammed to fly.

Raytheon Eyes Early SM-3 IIA Builds ....

 

Raytheon is preparing to submit a bid to the U.S. Missile Defense Agency (MDA) to build the first batch of SM-3 Block IIA ballistic missile interceptors while gearing up for the first flight test next year.

The proposal will include the sale of 22 of the missiles, which are now being developed, says Mitch Stevison, SM-3 program director for the company.

They would be purchased by MDA with research and development funding.

Défense antimissile américaine : échecs et retards ....

 

L’agence américaine responsable du développement et du déploiement des systèmes de défense antimissile (MDA, pour Missile Defense Agency) en prend pour son grade.

Dans un nouveau rapport qui fait le bilan des activités de la MDA pour l’année 2013, le GAO (équivalent américain de la Cour des Comptes) critique le manque de progrès dans la mise à niveau de certains composants du "bouclier" antimissile américain, notamment les système d’interception Aegis et GMD.

The U.S. Navy and the Missile Defense Agency have started to deploy the Raytheon Standard SM-3 Block 1B operationally, the company said in a Wednesday statement.

“The SM-3 Block IB’s completion of initial operational testing last year set the stage for a rapid deployment to theater,” said Taylor Lawrence, president of Raytheon Missile Systems, in a statement released by the company on Wednesday.

Test Nippo-Americano .....

 

U.S. Navy, Missile Defense Agency (MDA) and Japan Ministry of Defense conducted the first flight test of Raytheon’s Standard Missile-3 Block IIA ballistic missile interceptor in Point Mugu, Calif., the MDA announced Saturday.

For Control Test Vehicle-01, testers evaluated the missile’s nose cone performance, steering control section function, booster separation, and second- and third-stage rocket motor separation, according to a Raytheon news release.

The missile was launched from a Mk 41 launcher but was not set to intercept a target during this round of testing.

Lockheed Martin ottiene un Importante contratto .....

 

Lockheed Martin has beaten out Raytheon and Northrop Grumman to build a new long-range discrimination radar (LRDR) for the Missile Defense Agency, a vital component to intercepting possible intercontinental ballistic missiles from North Korea and Iran.

The Missile Defense Agency (MDA) awarded a $784 million contract to build the radar.

MDA leaders have called the radar one of their biggest priorities in beefing up homeland ballistic-missile defense, along with improving the Exoatmospheric Kill Vehicle (EKV), a key part of the Ground-based Midcourse Defense System in California and Alaska.

Tra le fonti citate nell'articolo è molto interessante la seguente:

dove si spiegano le ragioni del perché questi missili potrebbero intercettare solo veicoli di rientro privi di semplici contromisure. In altre parole un attacco limitato, da paesi tecnologicamente poco avanzati.

 

Il momento migliore per colpire un ICBM è durante la fase propulsa. Oppure si possono intercettare i veicoli di rientro al momento della discesa negli strati bassi dell’atmosfera. Nel primo caso la traccia del missile (IR o radar) è molto evidente e non sono state rilasciate ancora le esche. Nel secondo caso le esche si distruggono da sole durante il rientro.

 

Pensare però di intercettare un centinaio di testate nella fase intermedia, ognuna con 20-30 esche, chaff o disturbatori in azione, con sezione radar o termica dissimulata, su traiettorie e quote variabili a volontà…E’ ancor oggi un compito impossibile.

 

 

Ancor peggio, può portare paesi come la Russia o la Cina a ritenere vulnerabile, sia pure in teoria, la forza di dissuasione ed apportare ai missili i miglioramenti necessari a garantire la penetrazione. Con una conseguente ripresa della corsa agli armamenti.
