USAF to Award Sikorsky Contract for Combat Rescue Helicopter ....

The Air Force plans to award Sikorsky Aircraft Company a contract for a new combat rescue helicopter in the second quarter of Fiscal 2014, said USAF spokeswoman Erika Yepsen in a statement released Nov. 22.

“In response to our competitive combat rescue helicopter solicitation, we received one proposal. That offer, from Sikorsky Aircraft Company, has provided an acceptable technical solution and we intend to award a contract based upon budget availability,” said Yepsen.

However, she also noted the contract is “contingent on the outcome of the President’s budget review process.”

The announcement comes roughly one week after Acting Air Force Secretary Eric Fanning said it would be “very difficult” to make such an award given the lack of funding for new start programs.

Air Force spokesman Ed Gulick said the CRH technically is not a new start because it already appeared in the President’s Fiscal 2012 budget request.

Sikorsky spokesman Frans Jurgens said the company is “encouraged” the program “appears to be moving forward.”

He added, “Sikorsky and partner Lockheed Martin are ready to begin building a very affordable new-generation rescue capability based on the proven H-60M Black Hawk platform.”

The CRH will replace the aging HH-60G Pave Hawks, flown heavily in Iraq and Afghanistan.

CSAR Salad ....

The Fiscal 2015 budget apparently offers no plan for a new Combat Search and Rescue Helicopter, Air Force Secretary Deborah Lee James said Wednesday.

She told a Bloomberg defense budget symposium in Washington, D.C., that CSAR “is a priority” as well as “a sacred mission” to recover downed or stranded airmen, soldiers, and sailors alike.

However, “for 10 years, we’ve been talking about replacing this helicopter,” and she said it has yet to be determined what the right next step is.

“It’s a question of, ‘can we afford it, can we afford it now versus later, [or] is it better to do upgrades or buy new?’” she said.

However, the aircraft are old and in rough shape and “something’s gotta give,” she observed, adding that she’s “personally looking at this very hard.” CSAR is a priority, but “we have to rack and stack that priority with the others.”

USAF e Sikorsky hanno fretta ...

The next generation of Air Force combat rescue is taking shape on a new Connecticut production line, where two development models of the HH-60W helicopter are undergoing final assembly ahead of flight testing late this year.
Sikorsky officials are confident in the progress on the helicopter, known in the factory as “Whiskey,” heartened by the Air Force’s budget request of $1.14 billion in Fiscal 2019.
The funds will help accelerate development and shrink the deployment schedule.
When the original $1.28 billion contract for engineering, manufacturing, and development for the helicopter was awarded in June 2014, it launched a 75-month program aimed at delivery on Sept. 26, 2020.
With the additional funding and progress made so far, Sikorsky is now executing a schedule that would bring the Milestone C production decision in the third quarter of 2019, and delivery in March 2020.

Ed ecco che arrivano ... gli inevitabili ritardi ...

Quote

Issues in testing have pushed back the first flight of the Air Force’s Combat Rescue Helicopter program and could further delay a production decision, though the prime manufacturer has previously pushed to accelerate the program.
The Air Force in June 2014 awarded Sikorsky the original contract for the Combat Rescue Helicopter, with delivery scheduled for September 2020.
The company told Air Force Magazine last spring that based on the progress it has made, it could accelerate the production decision to the third quarter of 2019, with first delivery in March 2020.
Sikorsky is developing the HH-60W helicopter, known as Pave Hawk II, based on the current Black Hawk but with several upgrades.
However, those upgrades have run into issues in development and testing, the Defense Department’s director of operational test and evaluation said in its yearly evaluation of weapons systems.

Nearly 20 years after the Air Force first embarked on its search for a new combat search-and-rescue helicopter with the CSAR-X program, the helicopter that will replace the legacy HH-60G Pave Hawk flew for the first time May 17 in Florida.
Sikorsky’s HH-60W Combat Rescue Helicopter, based on the Army’s UH-60, is slated to replace an HH-60G fleet from the 1980s in a $7.1 billion procurement program that includes 112 combat, test, and training assets.
Over more than an hour, the initial flight test proved whether the Pave Hawk II could perform basic vertical-lift maneuvers: going forward, braking, left- and right-hand turns, hovering, speeding forward, back, left and right, automated pitch and roll moves, accelerating from 10 knots to 100 knots, turning at 80 knots, and more, said Greg Hames, Sikorsky’s CRH program manager.

Sikorsky expects the US Air Force (USAF) to make a Milestone C decision for its Combat Rescue Helicopter (CRH) on 24 September, paving the way for a low rate initial production contract worth more than $500 million for 10 aircraft to be signed shortly thereafter.
The first production helicopter is scheduled for delivery in April 2021, says Sikorsky.
The total programme of record for the CRH is 113 aircraft.
Those helicopters are to replace aging HH-60G Pave Hawks, which have been flown far past their expected service life after years of service in Afghanistan and Iraq.

Nel frattempo ... l'elicottero aveva ricevuto un nome ...

Quote

The Air Force’s new combat rescue helicopter will be named Jolly Green II.
The new helicopter, slated to replace the HH-60G Pave Hawk, will carry on the name of the venerable Vietnam-era HH-3E, which flew combat rescue missions from 1967 to 1995.
Air Force Secretary Barbara Barrett unveiled the name during her keynote at AFA’s Air Warfare Symposium in Orlando, Fla., on Feb. 27 with an early production model on-site.
The new helicopter honors the history of combat search and rescue, with Barrett highlighting missions from Vietnam - when crews with limited equipment made dramatic rescues due to their “bravery and tenacity” - to a heroic flight of Jolly 4-1 and Jolly 4-2 to rescue U.S. special operations troops under fire in Somalia.
“The Jolly Green crews never lacked audacity or courage,” Barrett said.

Sono appena entrati in servizio e già hanno bisogno di "upgrade" ... ?

Quote

Enemy threats are outpacing development of the U.S. Air Force’s new Combat Rescue Helicopter (CRH), prompting the Air Force to offer Sikorsky nearly $1 billion for capability upgrades to the HH-60W just as it enters service.
“The government has a requirement for a new contract vehicle to address a broad spectrum of known and undefined CRH operational capabilities,” according to a justification document posted Feb. 11 on the U.S. government’s contracting website.
Under the potential five-year deal for rolling capability upgrades to both the helicopter’s hardware and software systems, Sikorsky — owned by Lockheed Martin — stands to receive up to $980 million.
The Air Force already has taken delivery of two HH-60W helicopters.
Sikorsky holds contracts worth $1.6 billion for the first 22 of a planned fleet of 113 HH-60Ws that will replace its aging and battle-worn HH-60G Pave Hawks.
The new helicopter was dubbed the Jolly Green II after the legendary HH-3E “Jolly Green Giant” combat search-and-rescue helicopter famous for plucking downed pilots from lush Vietnam War jungles.

HH-60W Jolly Green II ... ulteriore passo avanti nel programma di sviluppo ...

Quote

The Air Force’s new combat search and rescue helicopter, the HH-60W Jolly Green II, completed its developmental test program at Eglin Air Force Base, April 13.
The final test by the Sikorsky and Air Force team was on the aircraft’s weapon systems.
The goal of the test was to both demonstrate the performance of the weapons while optimizing weapon-system configurations.
“The timely completion of this test program represents an amazing accomplishment by the HH-60W Integrated Test Team,” said Joe Whiteaker, the 413th Flight Test Squadron HH-60W flight chief.
“The team consistently overcame tremendous adversity through a mix of innovation and sheer determination.”
