Bid Deadline Nears For U.K. SAR Helo Contracts ....

LONDON — Helicopter operators vying for the upcoming U.K. long-term search-and-rescue helicopter contracts will hand in their final bids at the end of this week.

 

Bond Offshore Helicopters, Bristow Group and CHC will submit their final bids for the 10-12-year contracts — each of which covers SAR services in a different region — to the U.K. Department for Transport on Dec. 14. The department is due to make a decision on the contracts next March.

 

The introduction of the new SAR-H or “Long SAR” contracts will bring an end to the involvement of the U.K. Ministry of Defense in the provision of SAR helicopters, allowing the Royal Air Force and Royal Navy to focus their activity on front-line operations and enabling ministry officials to meet their announced intention to retire its fleet of Sea Kings by the end of 2016.

 

The helicopters had been due to be replaced through the SAR-H program, but the Private Finance Initiative (PFI) project was abandoned in February 2011 after irregularities were found in the bidding process for the £6 billion ($9.6 billion) contract.

 

The new contracts, worth between £2-3 billion, will see SAR helicopters being provided by civilian helo operators flying a new generation of modern aircraft. Because of the competitive process under way, few details of what the three operators plan to offer are available. But they will probably be offering a mix of medium and heavy helicopters, including the Eurocopter EC225 and EC175; the Sikorsky S-92; and the AgustaWestland AW189 and AW139. Heavier helicopters are likely to be based in Northern Scotland, England and Wales, while smaller aircraft will be based in the south of England.

 

The three companies were shortlisted in July. Other firms that competed for the contracts included Belgian company Noordzee Helikopters Vlaanderen (NHV), while the Osprey Consortium of British International Helicopters, Babcock and Era Helicopters dropped out in May.

 

AgustaWestland has offered to build all SAR-equipped AW189s in the U.K. at its facilities in Yeovil should its aircraft be chosen. Meanwhile, Eurocopter said it would create a center of excellence for SAR helicopters at its U.K. base in Oxford should the EC175 be chosen.

U.K. SAR Helo Program Down To Two Bidders ....

LONDON — Bond Offshore Helicopters and Bristow are now the only bidders left in the running for the U.K.’s search-and-rescue (SAR) helicopter tender.

 

Incumbent CHC Scotia, which currently provides seven helicopters under contract for the U.K. Maritime and Coastguard Agency (MCA), was told in mid-December by the Department for Transport (DfT) that it would not be asked to submit final tenders for the decade-long, £2-3 billion ($3.26-$4.9 billion) SAR contract.

 

In an email to CHC Scotia staff, believed to have been sent just before Christmas and seen by Aviation Week, Peter Bartolotta, chief operating officer and president of the company’s Helicopter Services unit, says: “CHC won’t be asked to submit final tenders for this contract. That’s disappointing news. While we never take contracts for granted, we go into the tender process intending to win every one that we choose to bid on.”

 

In the email, Bartolotta also reveals that one of the other bidders has tendered a bid some 20% lower than that of CHC’s, adding: “We don’t have insight to the financial or other motivations of competitors. But we know that the economics at a price 20 percent lower than our interim bid simply aren’t right for CHC.”

 

A spokeswoman for the helicopter operator confirmed that the letter was sent out to staff and that CHC is no longer proceeding with the bid.

 

CHC’s work with the Maritime and Coastguard agency has been generally hailed as a success. The company took over the MCA SAR contract in 2008 from Bristow, successfully introducing the AW139 on the south coast and the Sikorsky S-92 in Scotland.

 

The company then won a similar contract in the Republic of Ireland. But the company’s involvement in the Soteria consortium — together with Thales and Royal Bank of Scotland — to bid for the SAR-H Private Finance Initiative program was highly controversial and the deal collapsed because of alleged improper conduct. An investigation into the SAR-H program is still being

conducted by the U.K. Ministry of Defense.

 

CHC’s contract in Northern Scotland will end this July when Bristow takes over SAR duties, also using the S-92 under an interim contract due to last four years. CHC will continue to operate AW139s on SAR duties along the south coast. Both contracts will be subsumed when the long-term SAR contract begin operation in 2016. A decision from the DfT on the winner of the contract is expected in March.

Two of the four Sikorsky S-92s that will be operated by Bristow Helicopters for the UK's Gap Search and Rescue requirement have arrived in Scotland ahead of their deployment later this year.

Bristow wins £1.6bn UK search and rescue deal ....

 

To replace the Royal Navy and Royal Air Force AgustaWestland Sea King fleets, from 2015 Bristow will bring in new AgustaWestland AW189s and Sikorsky S-92s, says the UK Department for Transport (DfT) announcing the award on 26 March. The new operation will be fully active from 2017, it adds.

For as long as I can remember, the Westland Sea King has been the UK's key search and rescue asset, flown by steady-handed crews from the Royal Air Force and Royal Navy.

Sikorsky finishes build of first UK Long SAR Aircraft ....

 

Sikorsky has finished assembly of the first “baseline” S-92 to be delivered to Bristow Helicopters for the UK’s Long SAR requirement.

It will be handed over to the operator in July next year following fit-out with search and rescue mission equipment at the airframer’s facility in Coatsville, Pensylvania, says Dan Hunter, director of programmes.

Al tempo stesso, come già segnalato la settimana scorsa in un'altra discussione, anche AW comincia a tenere d'occhio con interesse questo importante settore di mercato che potrebbe vedere il suo AW101 proficuamente impiegato su tratte molto più lunghe di quelle attualmente coperte dagli elicotteri prodotti dalle aziende concorrenti ....

 

Meanwhile, AgustaWestland has opened discussions with European regulator EASA over obtaining civil certification for the triple-engined type.

As oilfields move further offshore, it sees a potential requirement for a crew-change helicopter offering longer range than either of the segment’s current stalwarts, the Eurocopter EC225 and Sikorsky S-92.

Lunga vita al Sea King ...

On the face of it, a UK company flying former Royal Navy (RN) Westland Sea King helicopters on behalf of the German navy from a former coastguard base in the very south of England sounds an unlikely combination, or at least the set-up for a convoluted joke.
But for Portland-based HeliOperations, that union is proving a lucrative one.
Rewind to the last Farnborough air show and one of the more eye-catching exhibits on the static line was a Sea King in a confusing orange and grey colour scheme. 
Confusing, because at first glance it strongly resembled the familiar red and grey of the RN’s retired Sea King Mk5s and seemed to have no right to be at an event famed for celebrating all that is new in aerospace. Indeed, were it not for the show’s absence, the type would again have been at the Hampshire site this year.
