The Sukhoi PAKFA was previously mentioned as a contender, but media reports in South Korea and Russia indicate that Sukhoi did not attend the meeting.

The reports suggest that Saab, which produces the JAS 39 Gripen, was in attendance, although it is unclear if the Swedish firm will submit a bid.

Quanto a Rafale e Gripen .... è lecito pensare che, alla fine, si sia rinunciato a proporli alla luce degli stretti rapporti intercorrenti fra Sud Corea e USA che avrebbero precluso una qualsiasi possibilità di vittoria ....

In fin dei conti .... partecipare a tali competizioni è costoso e, quando si sa che sarebbe difficilissimo spuntarla .... perchè gettar via dei soldi ?

Boeing has completed wind tunnel tests for the conformal weapons bay (CWB) of the F-15 Silent Eagle it is pitching in South Korea's F-X III requirement for 60 aircraft.

Korea’s F-X Multi-Role Fighter Buys: Phases 2 & 3

 

July 3/12: All 3 competitors have re-submitted their bids. DAPA says that flight tests will begin in late July 2012, but some will be based on simulators “because core parts of all three jets are still under development.” Note that if the final decision is put off until 2013, it may well fall under a new government.

 

Seoul to rely on simulators to evaluate F-35 for F-X III contest

 

South Korea's evaluation team for the F-X III competition for 60 fighters will evaluate the Lockheed Martin F-35 mainly through the use of simulators.

"At this time the F-35 fleet of 36 flying aircraft is fully occupied with test, training and delivery activities, so potential customers like [south] Korea are not able to fly the aircraft," Lockheed Martin said in an email to Flightglobal.

Tests of the F-35 are being conducted this month. Officials from Seoul's Defense Acquisition Programme Agency will evaluate the Boeing F-15 Silent Eagle in August, and the Eurofighter Typhoon in September.

While a South Korean pilot will not have the opportunity to fly an actual F-35, Lockheed says Seoul will receive a great deal of access to the system, mainly through the use of high-fidelity simulators including the Joint Strike Fighter's manned tactical simulator and handling qualities simulator.

"Korea will also have the opportunity to closely observe F-35 flight operations, discuss F-35 capabilities with US Air Force and Lockheed Martin test pilots, participate in pre-flight and post-flight pilot activities and observe or participate in numerous types of maintenance activities," the company says.

The F-35 should be the only game in town to build 60 new fighter aircraft for South Korea. Instead, its turned into a three-way race.

 

On one side sits the fifth-generation F-35 Lightning II Joint Strike Fighter, Lockheed Martin’s winning design for the U.S. and UK’s future multi-role fighter requirement.

On the other side sits the Boeing F-15SE Silent Eagle – the latest, stealthy version of the F-15E Strike Eagle – and the Eurofighter Typhoon: two late Cold War-era aircraft that have been re-roled and upgraded for the new missions and realities of 21st century air warfare.

F-15 and the Typhoon still have a fighting chance in South Korea. Both would be delivered with AESA radars, EW suites and bolt-on sensors that are not so different to what is built into the F-35. Both are mature, proven platforms in service with top air forces and both also come with attractive offset options to sweeten the deal — in Boeing's case, it includes the joint design and construction of the stealthy conformal weapon bays.

Lockheed Martin, for its part, is offering to support South Korea's KFX indigenous fifth-generation fighter program, which Indonesia has also signed up for, and is teaming up with Korean Aerospace Industries (KAI) to pitch KAI's T-50 Golden Eagle for the USAF's advanced jet trainer contest.

 

Choosing the Typhoon would show that South Korea is not entirely dependent on U.S. imports and may open the European market up to Korean military imports such as the T-50, while Eurojet has also offered a version of the Typhoon's EJ200 engine to power the KFX program.

The Interview: Boeing Talks “Silent Eagle”

 

1. The Diplomat recently ran a featured story concerning South Korea's FX-III fighter competition. Our readers were very excited concerning the entry of Boeing's F-15 Silent Eagle fighter. We received multiple emails, comments and requests for more information. One of the more repeated questions was a history of the Silent Eagle project. Obviously there is linkage to original F-15. How did the program come about? What are some of the goals of the program? How similar is the Silent Eagle to older versions of the F-15?

 

The Silent Eagle was designed in response to the needs expressed by current international F-15 operators. Silent Eagle builds on a continuous evolution of capability in the combat-proven F-15 family of aircraft with a bundle of additional advancements that allow us to offer a “2-Aircraft-in-1 Platform” solution that brings an unprecedented balance of survivability and lethality to meet customer needs in all phases of air combat.

 

2. The F-15 Silent Eagle obviously has some major competition from various competent and modern fighters such as the F-35 and the Eurofighter. In what ways does the F-15 SE stand out? How is the F-15 SE superior in your view to the competition?

 

Boeing’s progressive evolutionary-design approach positions us to offer our Republic of Korea customer a highly capable, yet low-risk and affordable Silent Eagle F-X solution on a schedule that will meet ROK requirements. From a capability perspective, what truly distinguishes Silent Eagle from every modern multi-role fighter in production today is its ability to have its airframe configuration tailored in the field thereby ensuring optimized performance of the aircraft in a wide array of missions. The platform can be flown in a stealthy configuration in the early days of a conflict when the battlespace is contested. Once airspace dominance has been achieved, the Silent Eagle can be flown in a configuration optimized for weapon payload capacity.

 

We have also offered a comprehensive offset package that addresses all of the ROK’s F-X priority areas including F-X Logistics, F-X Technology Transfer and F-X Parts Manufacture, as well as Technology Transfer to support Korea’s next-generation KF-X program. Boeing has been a partner to the Republic of Korea for more than a half century and in that time Korean industry has played a vital role across Boeing military and commercial airplane programs. We look forward to the opportunity a ROK Government acquisition of Silent Eagle would give us to further strengthen and extend the relationships as Korean industry continues its rapid advancement in the global aerospace and defense supply chain.

 

3. The F-15 SE is considered by many as a 4.5 generation fighter. It would compete presumably against a field of 5th generation fighters fielded by Russia, China and possibly others. How is Boeing preparing the Silent Eagle to compete against such airframes of the future?

 

I challenge you to define 5th generation. The definition seems to change on a daily basis, depending on who you’re talking to. We prefer not to use the generational distinction. Silent Eagle is designed to meet current and emerging customer requirements for improved survivability through enhanced situational awareness, stand-off weapons and reduced Radar Cross Section. Silent Eagle offers these capabilities and features via a mature, low-risk production program and in an affordable, proven aircraft type. The Silent Eagle has range, payload, and versatility advantages that others do not. Furthermore, we recognize that threats faced by Silent Eagle will continue to evolve in the decades ahead. Silent Eagle is uniquely capable in its growth potential given its excess capacity of payload, volume, cooling, power, computer memory and computer throughput thereby well positioning Silent Eagle for incorporation of new advanced systems over the life of its airframe.

 

4. What types of missions can the F-15 Silent Eagle be expected to perform? What do you consider the airplanes greatest strengths overall? How much is stealth an important asset to the airframe of the SE?

 

Silent Eagle is designed with advanced technologies that provide the warfighter an unprecedented ability to tailor the platform airframe to best meet the specific needs of the combat mission. For missions in highly-contested airspace requiring enhanced survivability, Silent Eagle can perform missions in its low-signature “silent” configuration. For combat missions requiring carriage of increased payloads, Silent Eagle can also fly with a traditional “heavy” weapons load that surpasses its contemporaries. Taking a balanced-survivability design approach, we have brought the requisite reduction in radar signature to thrive and survive in the Northeast Asian battlespace both today and for many decades to come while not trading away capabilities in the name of a single mission.

 

5. Consider the cost of a modern fighter jet, many governments investing in such a plane have expressed interests in upgradeability. Is the F-15 Silent Eagle capable of upgrades over its lifespan? What improvements over time could you see being integrated or being requested into the aircraft?

 

While nobody can predict the future, it is clear that those combat aircraft that can readily and affordably introduce new systems and capabilities will be best positioned to maintain a quality military edge over the ever-evolving threats. We have designed the Silent Eagle with that vision of evolutionary capability growth in mind. While numerous improved systems can be envisioned for the future, we believe that there is a high likelihood of continued advancements of sensor and weapon systems. With Silent Eagle’s designed-in growth capacity, its operators will be able to readily and affordably integrate such evolved systems.

 

6. Various versions of the F-15 have been deployed all over the world. As nations look at the cost of deploying newer versions of fighter aircraft, many governments have taken the path of upgrading their aircraft. Is there any option for current owners of the F-15 to upgrade to the capabilities of the Silent Eagle?

 

Boeing continually works with the U.S. Air Force and other F-15 customers looking at airframe and system upgrades that will ensure the F-15’s tactical relevance and airspace dominance. Silent Eagle brings a suite of capability elements to the F-15 aircraft. Many of these capability elements could be readily introduced into fielded F-15 aircraft currently in service around the globe.

The US Department of Defense formally notified the US Congress of potential sales of the Boeing F-15SE Silent Eagle and Lockheed Martin F-35 Joint Strike Fighter to South Korea on 29 March.

The two aircraft are on offer to the Asian nation as part of South Korea's F-X III fighter competition.

The Eurofighter Typhoon is a third contender for the 60 aircraft tender.

The Pentagon has officially notified Congress of the potential sale of 60 Boeing F-15 Silent Eagles or 60 Lockheed Martin F-35s to South Korea, as the country weighs these American options against the Eurofighter Typhoon for the forthcoming downselect in its F-X Phase 3 competition.

If there is one misconception about South Korea's F-X Phase 3 fighter competition, due to be decided this month, it is that the requirement is aimed mainly at bolstering defense against North Korea.

 

On the contrary, say senior government officials in Seoul, at least as strong a reason for buying 60 advanced fighters is South Korea's perceived strategic competition with Japan, China and Russia—probably in that order.

South Korea Extends Bidding On $7.3 Billion Fighter: Media

South Korea has extended bidding on a $7.3 billion (8.3 trillion won) fighter jet project after a second round of bidding ended on Friday with three aviation makers offering prices above the estimated cost, South Korea’s news agency said.

South Korea opened the bidding on June 18 to import the country’s 60 next-generation fighter jets between 2017 and 2021 and has since carried out about 30 bidding sessions, yet the offers were over the budget, South Korea’s Yonhap News Agency said citing the state’s Defense Acquisition Program Administration (DAPA) officials.

Lockheed Martin Corp’s (LMT.N) F-35A, Boeing Co’s (BA.N) F-15SE and EADS’ (EAD.PA) Eurofighter Typhoon are in the running to win the fighter competition.

“The bidding ended, and an additional bidding will resume on July 2,” said Baek Yoon-hyeong, spokesman for the defense acquisition agency, according to Yonhap.

South Korea's F-X III competition for 60 fighters appears to have temporarily broken down over pricing.

 

Seoul's official news agency, Yonhap, quotes Defence Acquisition Program Administration (DAPA) spokesman Baek Yoon-hyeong as saying that bids for the requirement have come in over budget, despite 55 separate price bids during three weeks in June.

Boeing’s bid in the 8.3 trillion won ($7.4 billion) tender to supply South Korea with 60 fighter aircraft was the only one below the price ceiling set by the country’s arms procurement agency, sources close to the process said on Monday.

A final decision is not expected until mid-September, the sources said, but the price submitted by the U.S. company appears to be a significant step towards winning the contract.

Lockheed Martin, Boeing and Eurofighter have yet to receive official word about the status of their rival bids in South Korea's F-X III competition for 60 fighters.

The companies' comments come following media reports that Boeing's candidate for the 60 aircraft F-X III requirement, the F-15 Silent Eagle, is the de facto winner.

The Republic of Korea seems set to launch the F-15SE Silent Eagle, by confirming Boeing as winner of the F-X III contest for 60 more combat aircraft.

The Yonhap news agency reported that the Eurofighter Typhoon and the Lockheed Martin F-35A have been eliminated.

Boeing, Eurofighter and Lockheed Martin all said this week that they had received no official notification on the outcome of the F-X III contest.

Yonhap said that “a final decision on whether to accept or reject the sole (remaining) candidate” will be made in mid-September.

Boeing Mulling F-15 Plans Beyond Silent Eagle ....

ST. LOUIS — Boeing officials are planning upgrades for the F-15 beyond those outlined for Saudi Arabia and offered to South Korea, but the company is mum on precisely what is next for the workhorse fighter.

South Korean procurement authorities are expected to announce their choice for a tender of 60 fighters in mid-September, says Steve Winkler, Boeing’s director of business development for the F-15 program.

The Saudi buy of F-15s carries the company’s production line, based in St. Louis, through 2018.

A South Korean buy would add about three more years to the life of the production line, Winkler said.

Final bids and pricing were submitted to South Korea Aug. 16.

With the Eurofighter Typhoon eliminated from the competition, it is now between the F-15 Silent Eagle and Lockheed Martin’s F-35, which is thought to be more expensive.

With conformal tanks configured to carry weapons internally, Winkler says the F-15 Strike Eagle has front-aspect stealth qualities.

Korea Aerospace Industries is designing the conformal weapons bay and Israel Aerospace Industries is designing the conformal fuel tanks.

Some radar cross-section reduction work is expected to be done to the early stages of the engine and inlet to improve low-observability properties.

Winkler declined to say specifically what this work is, but said the design work has already been done and this effort is not developmental.

The F-15 Silent Eagle design is benefiting from work the Saudi government is paying for to develop the digital electronic warfare system and active, electronically scanned array radar.

Also included in the offering is digital fly-by-wire, conformal weapons bays, and the advanced cockpit system featuring 11 x 19-in. color touchscreen displays.

Boeing originally offered South Korea the Raytheon APG-63(v3) radar, but later offered the APG-82(v1) radar.
