Air Force ....

Deborah James is Obama's Pick to Lead the Air Force ....

President Obama on Thursday announced his intent to nominate Deborah James, an industry executive and former assistant secretary of defense, to be the next Air Force Secretary.

"Deborah's strong record of public service and leadership in the private sector makes her uniquely qualified to be my nominee," said the President on Aug 1.

"I look forward to working with her to keep our Air Force the very best in the world and to keep faith with our extraordinary Air Force personnel and their families," he said.

If the Senate confirms her forthcoming nomination, she would become the 23rd Air Force Secretary, leading the service at a time when it faces severe readiness shortfalls and modernization challenges, and strives to eliminate sexual misconduct from its ranks.

She would fill the void created with the departure of Michael Donley in June.

Air Force Undersecretary Eric Fanning has been serving in the interim as Acting Secretary.

James would be the second woman to lead the Air Force, following Sheila Windall, who led from 1993-97.

"Deborah is an outstanding leader with deep experience in the Department of Defense, the private sector, and non-profit organizations that support the men and women of our armed services," said Defense Secretary Chuck Hagel in a statement.

James is currently president of SAIC's technical and engineering sector in McLean, Va.

She worked for a decade as a professional staff member on the House Armed Services Committee, followed by five years overseeing reserve affairs in the Pentagon, according to her biography.

She currently serves on the Pentagon's advisory committee on women in the services.

Un generale avverte .... "Ulteriori tagli, causati dalla sequestration, potrebbero risultare rovinosi per quel che riguarda la preparazione dell'USAF" ....

Further stand downs could severely damage USAF Readiness ....

Further defence cuts mandated by the Congressional sequestration law could severely damage the US Air Force's readiness if not averted, a top service official has warned.

Young pilots may not get the training that previous generations of aviators have received if the service is forced to cut its training budget, cautioned Lt Gen Burton Field, deputy chief of staff for operations, plans and requirements, speaking at an Air Force Association-sponsored event in Washington DC on 25 July.

E ad Aviano .... si stanno scrollando la polvere di dosso .... ma con calma ....

Aviano's Triple Nickel Shaking off the Dust, Slowly ....

Even after the Air Force last month lifted the grounding of nearly a third of its combat fleet, squadrons across the service are having a range of challenges getting aircrews back up to combat-mission-ready status.

For the "Triple Nickel," the 555th Fighter Squadron at Aviano AB, Italy, this involves several months of retraining in F-16 operations, according to a July 31 base release.

After the standdown began in April, the squadron relied on ground training, flight simulation time, and study in basic skills for its pilots.

However the pilots said the downtime has eroded some of their edge, states the release.

"I am nowhere near the level of proficiency I should be at, and I feel like I'm restarting the process in some areas," said Capt. Rob Glenn, a unit pilot.

Squadron Commander Lt. Col. John Peterson wants his crews to spool up gradually, "so that we don't end up falling forward and hurting somebody or breaking our assets and resources."

Il lento ritorno alla normalità ....

Welcome to the Hollow Force ....

The March deployment of stealthy F-22s and B-2s to South Korea was an effective use of airpower—North Korea's belligerent tone softened—but it also highlighted how complex air operations can be and why readiness is so critical.

"Think about putting together a mission that starts in the United States and goes literally halfway around the world," said Lt. Gen. Burton Field, deputy chief of staff for operations, plans, and requirements, of the 37-hour B-2 roundtrip to South Korea.

"That's not an easy thing," he said.

Unfortunately, because of budget sequestration, many Air Force crews are falling out of proficiency, and fewer units are ready and available for short-notice operations.

This is the new hollow force, and it's going to be around for a while.

The service's top leaders say their options are limited if a new war breaks out.

If Congress won't reverse the sequester before the end of September, the situation will likely get much, much worse.

For our complete coverage, continue to Welcome to the Hollow Force, an article in the forthcoming September issue of Air Force Magazine.

Johnson Takes Charge of Air Force Academy ....

Lt. Gen. Michelle Johnson became the superintendent of the Air Force Academy, replacing Lt. Gen. Michael Gould during a ceremony at the school's campus in Colorado Springs, Colo.

She is the first woman to lead the academy.

Chief of Staff Gen. Mark Welsh presided over the Aug. 12 ceremony.

"I am honored, grateful, and very happy to be the 19th superintendent of the US Air Force Academy," said Johnson at the ceremony.

"I also know we'll inevitably face challenges. . . . It won't be easy, but we can find meaning in adversity, and there are lessons from overcoming negative experiences and to grow stronger through them," she said.

Johnson is a 1981 distinguished graduate of the academy and was the academy's first female cadet wing commander.

Prior to her new position, she was deputy chief of staff of operations and intelligence at NATO's Supreme Headquarters Allied Powers Europe in Casteau, Belgium.

Gould, who was superintendent for more than four years, is retiring from the Air Force, effective on Oct. 1, after 37 years in uniform.

Air Force Museum Expansion Project Advances ....

The Army Corps of Engineers selected five contractors to present their design-build proposals for the expansion of the National Museum of the US Air Force in Dayton, Ohio, announced museum officials.

This is the second phase of the request-for-proposal process for the museum's fourth building, which is scheduled for opening in late 2015, according to the museum's Aug. 8 release.

The five contractors are: Whiting-Turner Contracting of Greenbelt, Md.; M.A. Mortenson Construction of Minneapolis; Turner Construction of Washington, D.C.; Hensel Phelps of Chantilly, Va.; and Archer Western/Butt Construction of Chicago.

They have until Oct. 2 to submit their proposals; the construction contract is scheduled for award in late 2013, states the release.

The planned 224,000-square-foot hangar would house aircraft from the Presidential gallery, including President Kennedy's Air Force One, the research and development gallery, including the XB-70 bomber prototype, as well as vehicles from the space gallery, among others.
